Factors in the estimation 1.1. Facts There will be 14 meetings of the committees: seven in North America, seven in Europe. There are 40 committee members: 21 from North America and 19 from Europe. Committee TD has 5 NA, 3 Eur; TR has 5 + 5, AI 7 + 7, ML 4 + 4. TD meets once on each continent, the other committees twice. American members will make (5*1) + ((5+7+4)*2) = 37 trips to each continent; Europeans, (3*1) + ((5+7+4)*2) = 35 trips to each continent. Committees TR, AI, and ML each have one EEC representative whose travel must be paid for entirely. The other members have been told we will pay approximately half their expenses. 1.2. Guesses We can vary our estimates on several bases: attendance, days paid, airfare costs, and per diem rate. Attendance: - Full attendance at each meeting, travel costs incurred for all. - No travel costs for host of meeting (presume a similar savings accrues for meetings at conferences) This will save $11,200 = 14 meetings * $800 intra-continental trip, or $ 9,800 = 14 meetings * $700 intra-continental trip - No travel costs for host, assume one member from the other continent won't be able to get away. This saves $21,000 = 14 meetings * $1500 trans-Atlantic trip, or $16,800 = 14 meetings * $1200 trans-Atlantic trip Days Paid - Original estimates of five days for trans-atlantic and three for other trips. (AZ now prefers to keep these estimates since low trans-Atlantic fares may require 7 days stay) - The revised estimates we agreed on in Oxford: three days for trans-atlantic and two for other trips. This will save $21,600 = 72 trans-Atlantic trips * $200 + 72 trips * $100 $20,200 = 72 trans-Atlantic trips * $200 + 58 trips * $100 or $17,400 = 58 trans-Atlantic trips * $200 + 58 trips * $100 depending on estimated attendance. Airfare costs: - We have agreed on estimates of $1000, $500, and $500 for trans-Atlantic, American, and European travel (the latter raised from $400). We can of course change them if we wish. Per diem rate: - As long as travel funds go through UIC we appear to be restrained by the state of Illinois, which will not pay per diems higher than those estimated. We could *reduce* our maximum but that seems pointless. I have modified the U.S. per diem to agree with the European per diem at $100, for ease of calculation. Varying days reimbursed and number of members estimated in attendance, we have six possibilities. 2. Travel Estimates: Possibilities The tables which follow should be self-explanatory except for the Subsidy column. This is 50% of the total estimated travel costs for the North Americans, and slightly more (38/70 or 31/56) for the Europeans; it thus represents the amount need to pay half the costs shown to normal members and full costs to EEC representatives. Conclusions The ECU is now trading at $1.1120 (the dollar at 0.8993 ECU). The 33000 ECU we have must pay for $6800 of steering committee travel (original estimate of $7440 reduced to include only four trips by SH and AZ to two US meetings plus one by AZ to Oxford in September) and the rest can go to European working committee members. If we assume no U.S. funds (until it's clear there will be some) that leaves 26,885 ECU for the working committee members. We can probably assume at least enough funds from U.S. sources to allow us to commit ourselves to the least expensive method of travel estimation (assume we will have to subsidize one fewer than the number of members on the committee, and pay only the restricted travel days). I conclude that we do have enough funds from the EEC to commit ourselves to the subsidies decided in Oxford: $1300 maximum for trans-Atlantic trips, and $700 maximum for other trips. In ECU that is 450 ECU for trans-Atlantic airfare, otherwise 225 ECU, and 45 ECU/day. Trans-Atlantic trips are then 585 ECU, other trips 315 ECU. ---- end of document TEI B6 ---
