      <p>This release (code name: <ref
      target="https://en.wikipedia.org/wiki/Telstar">Telstar</ref>) is
      the first in some time not to introduce any major new changes to
      the TEI Guidelines. The Council has focused mainly on fixing
      bugs and on tidying up parts of the Guidelines that needed
      attention.</p>
      <p>
        Highlights of this release include:
        <list>

          <item>As part of this release, the TEI Debian packages will
          once more be available (<ref
          target="https://github.com/TEIC/TEI/issues/1441">#1441</ref>);
          see the <ref target="https://packages.tei-c.org/deb/">TEI
          Debian Package page</ref> for instructions and pointers to
          both the <name style="font-family:monospace;">.deb</name>
          files themselves and to the <emph>new</emph> public PGP
          key.</item>

          <item><gi>listRelation</gi> can now be used directly inside
          <gi>body</gi> (<ref
          target="https://github.com/TEIC/TEI/issues/1552">#1552</ref>),
          as well as anywhere else a <gi>list</gi> is
          permitted.</item>

          <item><gi>lb</gi>, <gi>pb</gi>, and <gi>cb</gi> are now properly glossed as beginnings
            rather than as breaks (<ref
              target="https://github.com/TEIC/TEI/issues/1529">#1529</ref>).</item>

          <item><gi>name</gi> and <gi>rs</gi> are now permitted in the content model of
            <gi>msName</gi> (<ref target="https://github.com/TEIC/TEI/issues/1597">#1597</ref>).</item>

          <item>The <att>defective</att> attribute may now be used on <gi>rubric</gi>,
            <gi>finalRubric</gi>, or <gi>colophon</gi> (<ref
              target="https://github.com/TEIC/TEI/issues/1642">#1642</ref>).</item>

          <item><gi>msDesc</gi> can now take the <att>status</att> attribute (<ref
            target="https://github.com/TEIC/TEI/issues/1583">#1583</ref>).</item>

          <item>A new <gi>persona</gi> element has been added, to capture information about multiple
            personalities of a <gi>person</gi> (<ref
              target="https://github.com/TEIC/TEI/issues/498">#498</ref>).</item>

          <item>A new element, <gi>annotationBlock</gi>, has been added for linguistic annotation of
            transcribed speech (<ref target="https://github.com/TEIC/TEI/issues/539">#539</ref>).</item>

          <item>The Guidelines can once again be built while not online (<ref
            target="https://github.com/TEIC/TEI/issues/1602">#1602</ref>).</item>

          <item><gi>note</gi> is now permitted in <gi>respStmt</gi> (<ref
            target="https://github.com/TEIC/TEI/issues/1557">#1557</ref>).</item>

          <item>Many improvements were made to Chapter 23 <title level="a">Using the TEI</title> (<ref
            target="https://github.com/TEIC/TEI/issues/1587">#1587</ref>, <ref
              target="https://github.com/TEIC/TEI/issues/1589">#1589</ref>, <ref
                target="https://github.com/TEIC/TEI/issues/1590">#1590</ref>, <ref
                  target="https://github.com/TEIC/TEI/issues/1591">#1591</ref> and <ref
                  target="https://github.com/TEIC/TEI/issues/1595">#1595</ref>).</item>

          <item>The <att>place</att> attribute can now appear on <gi>head</gi> (<ref
            target="https://github.com/TEIC/TEI/issues/1466">#1466</ref>).</item>

          <item>The <gi>affiliation</gi>, <gi>age</gi>,
          <gi>birth</gi>, <gi>death</gi>, <gi>education</gi>,
          <gi>faith</gi>, <gi>langKnowledge</gi>,
          <gi>nationality</gi>, <gi>occupation</gi>,
          <gi>residence</gi>, <gi>sex</gi>, and <gi>socecStatus</gi>
          elements are now members of <name
          type="class">att.typed</name>, and thus now have
          <att>type</att> and <att>subtype</att> attributes (<ref
          target="https://github.com/TEIC/TEI/issues/1600">#1600</ref>)</item>

          <item>Some information about outdated XML processors has
          been removed from Chapter vi <title level="a">Languages and
          Character Sets</title> (<ref
          target="https://github.com/TEIC/TEI/issues/1290">#1290</ref>);
          and other portions of that chapter have been removed or
          updated.</item>

          <item>The <att>hand</att> attribute can now appear on <gi>postscript</gi> (<ref
            target="https://github.com/TEIC/TEI/issues/1530">#1530</ref>).</item>

          <item>Improved guidance on using <att>xml:base</att> (<ref
            target="https://github.com/TEIC/TEI/issues/1639">#1639</ref>).</item>
          
          <item>Continuing the efforts started at the TEI2German Translatathon from 2016, additional German translations have been added to the TEI specifications.</item>

      <p>In addition, dozens of wording improvements and corrections
      of typographic errors have been made to the
      <title>Guidelines</title>.</p>

      <p>Many improvements have been made to the XSLT stylesheets
      (which provide processing of TEI ODD files for <ref
      target="http://www.tei-c.org/Roma/">Roma</ref> and <ref
      target="http://www.tei-c.org/ege-webclient/">OxGarage</ref> as
      well as other TEI conversions). The Stylesheets are maintained
      separately from the Guidelines and are at <ref
      target="https://github.com/TEIC/Stylesheets"
      >https://github.com/TEIC/Stylesheets</ref>. </p>
