This is a maintenance release with no major new features or changes.

Various minor clarifications and corrections were made to the wording of the Guidelines in response to Sourceforge tickets (e.g. 2946528, 2946056, 2946027, 2946019, 2934450, 2933254, 2916303, 2915438) and discussion on Council and TEI-L mailing lists.

The work of the AFNOR group providing and correcting French translations and examples continued, with a large number of changes made in November.
